It is the Volkswagen Caddy van, from one of the licensed cartoon 5-packs. Looks like maybe Handy Manny cartoon (a guess).

The vans in the second pic, is that a color variation? Hard to see much difference in the pic, aside from it looking a little washer on the one to the left. I assume it's more pronounced in person. Some of these would be quite hard to spot if you didn't see two of them next to one another for comparison.

It is much easier on the eye in person. However, the newer one also has the newer modified base that Mattel is putting on all their casting with the 'NL' addition and the removal of 'Inc' after Mattel so it is a base variation in addition to the slight shade difference.
