It looks like his was done without motion blur on the car itself, so the last stage can be skipped.

Let me know if that helps, and Jack, let me know if that's close to how you did it.

Firstly I wanted to provide some free software so no one can complain they don't have anything better than MS Paint.

http://www.getpaint.net/download.html

Both of these tools are good, free and most importantly they don't install additional crap on your system. The GIMP is more powerful, comparable to Photoshop; Paint.NET is a little less feature filled but easier to learn to use.

Nextly here's some tutorials on how to use the software.
