Good Humor Truck Paint Error?

While cataloging Hot Wheels, I came across this Good Humor Truck. It looks like an error with the paint gun, as only this side has splatter marks on it. It's tough to capture, but if you look on the front fender, that's what the whole side looks like. It's just a bit bumpy but is otherwise smooth. It's opened and playworn, but it honestly looks like some kind of painting error. There's also a glob of the same white enamel that dripped towards the bottom of the truck, that I couldn't capture properly.

It could be a factory paint error.

I would be watching for any underlying issues with the metal. At least its not the blacked out popsicle variant.
