Question About A "Power Plower" Blackwall

I oddly cannot find any information about this truck. It's the blackwall version, as opposed to the CT version. Not on eBay, not on S.T.D.C, and one photo on the Hot Wheels wiki, but I do not know if that is accurate.
It is legit, as I remember some collectors making mention of it a year or 2 ago.

I got this out of a big lot some time ago.

If anyone can tell me the year it came out, that would be great! I would think it came out the same time as the CT wheel version, but do not want to make assumptions.

It is a good question...I do not see this version with basic wheels listed on the Texas Diecast site. The only ones they list have the construction wheels.
