Wow, each one of them deserves it to be done in small scale! That would be a dream come true. As for a manufacturer doing them, Schuco with their "Edition 1:64" series comes to my mind.

Obviously I am ignorant about rally type racing.

Why do spectators stand so close to the action, especially on the back side of hills and curves?

Are there more than 1 car on the course at a time?

Are they trying for best elapsed time?

Unlike NASCAR road course finishes where bumping is involved.

Explain the multitude of lights. Light travels at 186K feet per second. You certainly are not going to out-drive the first two lights.

Quite a bit of night racing. Lots of lights to fight the falloff in the distance and also spread wide to allow the fact that your car might be pointed quite far up or down with crests and dips as well as being sideways around corners. Also occasionally being off road racing, if you have a slight mishap, losing a couple of lights less likely to sideline you.

In rallying there's multiple cars on the stage, but they typically get started with a minute in between them so they don't often interact unless the guy ahead has a major delay or accident.
Best cumulative elapsed time is the goal; it's not a matter of winning the most stages, it's the lowest time over all the stages. There's also time/distance rallying, where you have to be as close to the target time as possible and get penalized for being too slow or too fast.
Spectators watching from the sides is as old as the sport itself, crowd control has always been an issue in rallying. Out of control crowds got Group B cancelled in the 80s.

As for the lights on old rally cars, that's more due to old headlights not being adequate for high speed driving at night. Lights that are adequate for 80km/h don't have the range (brightness and aim) for higher speeds. It isn't that the car drives faster than light (obviously), it's that the car covers the area lit up by the lights too quickly for the driver to react to things just beyond the lights. If that area is increased, you have a reduced risk of seeing something too late to react to it.

Typically they'll have spotlights for long range, flood lights for additional lighting up close and sometimes fog lights mounted low for extra lighting that doesn't bounce right back off of the fog or snow and into the driver's eyes.

To feel the action I think.

There has been quite a lot of incidents lately on the news, when a car has gone off-track hitting spectators by accident, even resulting in fatalities in some of the cases.

Here we have a lot of quiet roads in the forest, and almost every weekend there is some kind of a rally event somewhere in Finland. We even have a yearly World Class WRC event here, but to me the most interesting events are those "Historic Rally" events where the car has to be old enough to participate.
