You're right! The Riddler. I had a look online. It was apparently the exclusive piece in a five-vehicle set for the movie "Batman Forever".

Notice the back seat area is covered over. This is identical the interior of the 1/43 pull-back version where the cover area houses the pull-back motor. Everything is just scaled-down. The same applies to the Cadillac model someone mentioned.

There are at least three base variations for this casting. (Someone has scratched "Made in China" off of the top one for some reason, would not have been this way from the factory.)
