This Ford in German policecar design, but instead of POLIZEI with POLICE print I have long been, but I could not find out the manufacturer.
Now another collector has shown some Sohbi models, and I noticed that there were also plastic bases and these numbers.
This Ford has a plastic base and the number * 11 .
Most of my other Sohbi-cars show a metal-base, but this one is also from Sohbi.
I always think of Welly at these wheels, but the base does not fit Welly models.

That is definitely an interesting deco! Would make a nice Christmas decoration (red, white, green, and candy cane stripes....).

I have this one in my collection - don't recall where I got it from - probably a flea market sale - does seem like a bit of a strange design but certainly does not get lost with the rest of my German police collection. Will now list it as a Sohbi model in my database.
